Regulations Governing Hydrant Usage
- Fire hydrants have been designed, installed and intended for use for fire fighting and distribution system flushing.
- Occasional use of hydrants for other purposes is allowed under the circumstances outlined on this form and as explained in the Kenosha Water Utility Rules and Regulations.
- Compliance with the Rules and Regulations is strictly enforced in order to assure the availability of water for fighting fires and to prevent unaccountable losses of water from the system.
- Water may be drawn from fire hydrants for construction or other approved uses only through meters issued by the Kenosha Water Utility.
- Hydrant use is restricted to those hydrants which are located immediately adjacent to a construction site or other location of use (as identified in the “Hydrant Use Permit”).
- Water drawn from a hydrant may not be transported for use outside the City of Kenosha or an approved water service area except by the fire department when fighting a fire. Any meter used for this purpose may be immediately repossessed by the Utility.
- No person shall use or attach any device on a hydrant unless that person has an authorized Hydrant Use Permit, is familiar with proper hydrant operation, and is equipped with appropriate tools (fittings and hydrant wrench) so as to avoid damage to the hydrant.
- Any person or firm found in violation of the above rules will be billed by the Kenosha Water Utility for repairing the hydrant plus any additional repairs at cost, estimated water used at appropriate rates and appropriate hydrant permit charges.
- The utility shall record the meter size, manufacturer, serial number and reading. The contractor or his authorized agent shall state the location where the meter is to be used, the contractor's name and address, and make the proper deposit. He shall sign a form provided which will constitute a contract for all water used and embody these rules and regulations.
In cases where no other supply is available, permission may be granted by the water utility to use a hydrant. (Schedule X-1, page 3) The following charges shall apply:

- A volume charge for the water used shall be computed from the rates in effect at the time of use on a monthly charge basis. Interest charges of 1% per month shall accrue on the unpaid balance of bills. Payment terms are net 30 days.
- Refunds of deposits will be mailed upon return of the utility equipment. Damaged or lost equipment will be repaired or replaced at customers expense.
- This meter is not to be disassembled. If it is, you will be subject to a charge for testing to insure the accuracy upon its return to the Kenosha Water Utility.
- The meter and fittings as a unit shall be removed from the hydrant at the end of each working day and the hydrant properly closed and left until the next morning at the beginning of work. If it becomes necessary to use the hydrant for fire any time while the meter is attached thereto, the contractor must close the hydrant and remove the meter and fittings as a unit. The meter shall be protected from damage at all times.
